The FANAR QATAR Blueprint
Qatar’s Industrial and Economic Backbone.
Where Visions Become Industries and Industries Become Exports.
Strategic Objectives
Accelerate Innovation – Enable rapid R&D testing and product certification.
Localize Value Creation – Shift from imports to indigenous high-tech production.
Develop Human Capital – Train engineers and technicians via FQ–AII.
Expand Exports – Build “Developed in Qatar” global brands.
Strengthen Positioning – Make Qatar the Gulf’s innovation hub.
Transforming Qatar into the industrial nucleus of The Middle East —
The place where R&D becomes companies, and companies become global exporters.
MASAR QATAR
From Innovation to Industrial Replication
Fanar Qatar’s core function is to convert innovation into scalable industrial reality.
The in-house Innovation-to-Commercialization Unit provides evaluation, prototyping, and certification pathways for technologies entering Qatar.
However, FQ’s vision extends beyond incubation—its true strength lies in industrial replication, where proven foreign technologies are localized, licensed, and produced in Qatar for export to Asia, the Subcontinent, and the Far East.
FQ’s coordination with national financial institutions shall ensure that approved foreign partners are fully compensated through sovereign and PPP structures, depending on project scope and national priority.
Operating Framework
Innovation & R&D Hubs – Partnerships with QF and QSTP for applied research and testing.
Commercialization Clusters – Pilot manufacturing in QFZ zones with ISO/GMP facilities.
Education Integration – FQ–AII training aligned with industry projects.
Trade Enablement – Hamad Port and air freight for exports.
Governance & Facilitation – Single-window PMO for approvals and coordination.
